Planners

The law firm is assisted by three planning and zoning professionals:
Gary King, Ricardo Toris, and Kirste Kowalsky.

Gary King received his undergraduate degree in Urban Planning from California Polytechnic University at Pomona. Before joining Jennings, Strouss and Salmon, and subsequently Earl, Curley & Lagarde, Gary worked for over 10 years as a redevelopment planner in Arcadia and Burbank, California, and for 4 years in the Long-Range Planning and Site Plan Review Divisions of the City of Phoenix. Gary King has over 30 years of experience.

Ricardo Toris received his undergraduate degree in Urban Planning from Arizona State University. Prior to joining Earl, Curley and Lagarde, Ricardo worked over 8 years in public sector residential and commercial planning. He was a senior planner for the City of Glendale, Arizona for 5 ½ years, and prior to that a planner for the City of Surprise for 2-1/2 years. Before moving to the public sector, Ricardo was employed by a private planning consulting firm here in Arizona for 2 years. Ricardo is a member of the American Planning Association. Ricardo Toris has over 13 years of experience.

Kirste Kowalsky received her undergraduate degree in business management from the University of Arizona. Prior to joining Earl, Curley & Lagarde, Kirste worked as a Project Manager with a local commercial developer facilitating and managing projects throughout the Valley for some of the largest retail and shopping mall entrepreneurs in the country. Subsequent to that, she pursued her career as a Construction Coordinator with a civil development company managing on-site operations and required land entitlements for various residential builders, thus accumulating more than 6 years of valuable private sector experience. In addition, Kirste served for 2 years as a Civil and Site Administrator with the City of Phoenix Development Services Department assisting clients in navigating complex municipality conformance in permitting and zoning regulations. Kirste Kowalsky has over 8 years of combined expertise and strong working relationships in both private and public sector development.

The planners of the Law Firm of Earl, Curley & Lagarde have a rich and diverse base of education and experience in all facets of zoning, municipal and land use law. The firm has the knowledge and ability to handle any type of zoning or development matter through all phases of the governmental review and approval process in the Metropolitan Phoenix area.
