Stephen Earl received his undergraduate and Juris Doctorate Degrees from Brigham Young University, graduating with high honors in 1976. He joined the Phoenix law firm of Jennings, Strouss and Salmon and began concentrating his practice immediately in the fields of zoning, land use planning, and condemnation law. He became a partner with the firm in 1979 and continued to concentrate in zoning and municipal law with that firm until April 1986, when he joined with several other attorneys to create the law firm of Earl, Baird and Williams. In January 1991, this firm was reorganized under the new name of Earl, Curley & Lagarde. Mr. Earl has concentrated his practice in zoning and land use law for nearly 30 years.
Michael Curley, another founding partner in Earl, Curley & Lagarde, was educated at the University of New York and the University of Notre Dame from which he received his Juris Doctorate Degree in 1980. After serving as a Law Clerk to Judge Walter Craig of the United States District Court, he became an associate with the law firm of Jennings, Strouss and Salmon and joined their Zoning Department. He continued his concentration in zoning and land use planning law from that day to the present, leaving his old firm in April of 1986, to join Earl, Baird and Williams and was a cofounder of the firm of Earl, Curley & Lagarde in 1991. Mr. Curley now has over 20 years of experience in handling all types of zoning and land use matters.
Lynne Lagarde, the third partner in Earl, Curley & Lagarde, received her undergraduate education at St. Mary's Dominican College, with studies at the University of London, England, her Masters Degree from Fordham University and her Juris Doctorate Degree with honors from Arizona State University in 1984. She is a former member and chairperson of the City of Scottsdale Planning Commission (1976-1984). She received her early training in zoning and land use law as an associate at Jennings, Strouss and Salmon and continued her concentration in this area of law with Earl, Curley & Lagarde. Ms. Lagarde likewise has over 20 years of concentrated experience in zoning and land use matters.
K. Scott McCoy, partner in the firm, was educated at Colorado State University and the University of Colorado where he received his Juris Doctorate Degree in 1998. Prior to joining Earl, Curley and Lagarde, he served as City Attorney for the City of Casa Grande and the City of Surprise. Mr. McCoy has extensive experience in zoning and municipal law as well as substantial experience in negotiating and drafting development agreements, economic incentive agreements and financing and participation agreements. Previously, Mr. McCoy served as Adjunct Professor at Phoenix College in Phoenix Arizona where he taught Business Law in the Legal Studies Program. Mr. McCoy is a member of the Arizona State Bar Association, the Arizona Planning Association and is an appointed member on the Arizona Supreme Court Committee on Examinations. Mr. McCoy is also a Director on the Fighter Country Partnership Inc., Board of Directors and is a Director on the Foundation for Service Dogs Support, Inc. Board of Directors.
